New Gun Laws: Texas to Ease Classroom Requirements in Favor of Skills Training

Still no open-carry law, but Texas is making a smart decision by easing up on the hours required for classroom training, in order to get a concealed-carry permit.

It has been said this change will not only encourage more Texans to apply for a concealed-carry permit, but also free up licensed fire arms instructors to spend more time with students at the firing range, developing the skills needed to properly use the weapon. This is a very good thing.

Texas legislators also passed a law that will allow schools to have armed school marshals in order to protect students.

The bill also reduces fees for Senior citizens [60 and over] from $70 to $35, on both new permits, and renewals.

AUSTIN, Texas (AP) — Already a gun-friendly state, Texas is taking steps to be even cozier for concealed handgun license holders.

Reduced training requirements for new applicants and easier options for renewal for more than 580,000 current license holders are among more than 1,000 new laws passed by the Legislature this year, many of which take effect on Sunday.

Guns — where, when and how Texans would have the right to carry them — was a session-long point of debate for lawmakers.

Texas passed its concealed handgun license law in 1995, and since then has required applicants to undergo 10 to 15 hours training minimum. That standard included classroom and shooting range instruction. But instructors said they really don’t need that much time, and lawmakers cut the training requirements in half.

Starting Sunday, applicants for a concealed handgun license will be required to take four to six hours of classroom instruction before heading to the shooting range.

That’s plenty of time according to Mike Cox, a concealed handgun license instructor in Dripping Springs near Austin. His class instruction lasts about five hours, and he will now have the flexibility to spend as little or as much time as needed on the range, depending on the experience of the applicant. A recent class made up of soldiers from Fort Hood needed only about 15 minutes on the range, Cox said.

If I had a granny recently widowed living at home and frightened, we’re going to take a little bit longer with her,” Cox said.

Texas has about 3,000 licensed concealed handgun instructors, according to the Department of Public Safety. Cox said he’s confident that they will be diligent in providing applicants the range instruction they need to be proficient and responsible with their weapon.

Sen. Donna Campbell, R-New Braunfels, said she introduced the bill hoping that reducing the number of training hours would encourage more people to apply for concealed handgun licenses.

Other changes taking effect Sunday will allow license holders to renew online and provide easier access to obtaining fingerprints for applications. Also, license holders will be certified to carry a revolver or semi-automatic pistol, regardless of what type of gun they used in class.

License holders also will be allowed to keep weapons in their car if they drive on a college campus, but campus buildings still remain among the places off-limits to concealed handguns.

Law enforcement officers will be allowed to sell some guns they seize to licensed firearms dealers as a means of recovering the cost of investigations. However, some police departments in large metro areas have said they don’t plan to sell the weapons.

Under another law, passed in response to the fatal December shootings at a Connecticut elementary school, public and charter schools in Texas will be allowed to designate an employee as a school marshal who can carry a weapon on campus. The law allows one armed marshal on campus for every 400 students who must undergo 80 hours of training, though marshals’ identities are not subject to public records law.

Although many larger school districts employ their own police forces, many smaller districts cannot afford to do so. Several small, rural districts told lawmakers they need marshals to protect students because police response might be too slow in a shooting incident.

Law enforcement officers cannot be everywhere at all times,” Rep. Jason Villalba, R-Dallas, said when he first proposed the measure. “In an active shooter situation, we need an option for reducing initial response times from minutes to seconds.

House GOP Leadership Statement On Syria: Will Take Up Question After Recess [Sept 9th]

Under the Constitution, the responsibility to declare war lies with Congress. We are glad the president is seeking authorization for any military action in Syria in response to serious, substantive questions being raised. In consultation with the president, we expect the House to consider a measure the week of September 9th. This provides the president time to make his case to Congress and the American people.

Breaking: President Obama to Seek Congressional Approval for Actions Against Syria

In a sudden shift Saturday afternoon, President Obama announced he would seek Congresional approval before ordering military action against Syria, after Bashar al-Assad’s use of chemical weapons against the Syria people.

From the Washington Post:

President Obama said Saturday that the United States has decided to use military force against Syria, saying last week’s alleged chemical weapons attack there was “an attack on human dignity,” but that he has decided to seek congressional authorization for such a strike.

The announcement appeared to put off an imminent cruise missile attack on Syria and opens the door to what will almost certainly be a contentious and protracted debate.

Obama’s remarks came as senior administration officials were making a fresh round of calls to congressional leaders on Saturday in an effort to bolster support for a potential military strike on Syria, officials said.

Many are against getting involved in the Syrian conflict, as both sides are anti-America, and the rebels fighting Assad have strong ties to al Qaeda. Also the Obama regime has laid out no clear goals, no clear plan of action.

One must also conclude that with British Prime Minister David Cameron losing his attempt join in Obama’s folly, and only the French expressing interesting in a coalition, as well as Obama’s own caterwauling over the Iraq war, [which DID have Congressional approval] that seeking Congress’ approval now is the only way for Obama to save face and not look like the flaming hypocrite that he is.

Ironically, Saddam Hussein slaughtered over ONE MILLION Iraqi citizens, including the Kurds, … with chemical weapons …, and yet Obama, and the entire left wing of the democrat party STILL scream about “Bush’s war” and how wrong it was for America to invade Iraq, and take Saddam out.

And yet, not a single peep out of the Code Pink fascists, or any other radical anti-American democrat group over Obama wanting to get into Syria, with roughly 1,000 deaths due to the chemical attacks.

Also, unlike Syria, Iraq was, at the time, the largest state sponsor of terrorism in the world. Saddam offered the families of suicide bombers $25,000 for every bomb set off in Israel. We’ve see an almost complete lack of suicide bomb attacks in Israel since the Iraqi dictator was captured.

As for myself, I see no clear reason to get involved in this war. Both sides of the fight are our enemies, and unless the goal is to go in there and wipe em all out and start over, giving the Syrian people true Liberty and Freedom, it makes no sense. Even if Assad’s tyrannical government is toppled, we know the Muslim Brotherhood [al Qaeda] will likely fill the vacuum created, and we’ll have another disaster, as we have in Egypt.

I feel for the Syrian people. They live in a country that has been run by a brutal dictator for years. If the other side wins, they will STILL live under a brutal dictatorship. Just a different name on the door! That is the greatest tragedy of the whole affair, and something neither Obama, or those supporting his actions, care to address.

Thankfully, only a handful in Congress are excited about getting involved in this mess.

Either Senate Majority Leader Harry Reid [D-NV] or Speaker of the House John Beohner [R-OH] could call Congress back into session, but they are not scheduled to return until the 9th of September.

Governor Palin rips President Obama a new one regarding his plans to attack Syria. A disastrous plan, that has absolutely no support from other nations around the world, and little support here at home.

This isn’t the first time Governor Palin has been critical of the Obama regime’s foreign policy. In April of 2011 she warned Obama about getting involved in Libya, and again in October of that year, all of this before Obama and Hillary Clinton’s bungling led to the slaughter of four brave Americans in Bengazi.

* President Obama wants America involved in Syria’s civil war pitting the antagonistic Assad regime against equally antagonistic Al Qaeda affiliated rebels. But he’s not quite sure which side is doing what, what the ultimate end game is, or even whose side we should be on. Haven’t we learned? WAGs don’t work in war.

* We didn’t intervene when over 100,000 Syrians were tragically slaughtered by various means, but we’ll now intervene to avenge the tragic deaths of over 1,000 Syrians killed by chemical weapons, though according to the White House we’re not actually planning to take out the chemical weapons because doing so would require “too much of a commitment.”

* President Obama wants to do what, exactly? Punish evil acts in the form of a telegraphed air strike on Syria to serve as a deterrent? If our invasion of Iraq wasn’t enough of a deterrent to stop evil men from using chemical weapons on their own people, why do we think this will be?

* The world sympathizes with the plight of civilians tragically caught in the crossfire of this internal conflict. But President Obama’s advertised war plan (which has given Assad enough of a heads-up that he’s reportedly already placing human shields at targeted sites) isn’t about protecting civilians, and it’s not been explained how lobbing U.S. missiles at Syria will help Syrian civilians. Do we really think our actions help either side or stop them from hurting more civilians?

* We have no clear mission in Syria. There’s no explanation of what vital American interests are at stake there today amidst yet another centuries-old internal struggle between violent radical Islamists and a murderous dictatorial regime, and we have no business getting involved anywhere without one. And where’s the legal consent of the people’s representatives? Our allies in Britain have already spoken. They just said no. The American people overwhelmingly agree, and the wisdom of the people must be heeded.

* Our Nobel Peace Prize winning President needs to seek Congressional approval before taking us to war. It’s nonsense to argue that, “Well, Bush did it.” Bull. President Bush received support from both Congress and a coalition of our allies for “his wars,” ironically the same wars Obama says he vehemently opposed because of lack of proof of America’s vital interests being at stake.

* Bottom line is that this is about President Obama saving political face because of his “red line” promise regarding chemical weapons.

* As I said before, if we are dangerously uncertain of the outcome and are led into war by a Commander-in-chief who can’t recognize that this conflict is pitting Islamic extremists against an authoritarian regime with both sides shouting “Allah Akbar” at each other, then let Allah sort it out.

Just a little reminder for new readers: As Governor of Alaska, Sarah Palin received regular high level national security briefings, and as Commander-in-Chief of Alaska’s National Guard, the only Guard in the country that is permanently deployed, shared strategic command of the 49th Missile Battalion, America’s first line of defense from nuclear attack.

One area of Sarah Palin’s background that may help her is Alaska’s unique role in our national security and homeland defense. Several folks have have mentioned this but Tom W. was specific and his info jibes with the record.

Alaska is the first line of defense in our missile interceptor defense system. The 49th Missile Defense Battalion of the Alaska National Guard is the unit that protects the entire nation from ballistic missile attacks. It’s on permanent active duty, unlike other Guard units.

As governor of Alaska, Palin is briefed on highly classified military issues, homeland security, and counterterrorism. Her exposure to classified material may rival even Biden’s.

She’s also the commander in chief of the Alaska State Defense Force (ASDF), a federally recognized militia incorporated into Homeland Security’s counterterrorism plans.

Palin is privy to military and intelligence secrets that are vital to the entire country’s defense. Given Alaska’s proximity to Russia, she may have security clearances we don’t even know about.

According to the Washington Post, she first met with McCain in February, but nobody ever found out. This is a woman used to keeping secrets.

She can be entrusted with our national security, because she already is.

Texas Attorney General [and gubernatorial candidate] Greg Abbott has called ObamaCare an “unconstitutional tax,” and “not right for Texas.”

Democrat Congresswoman Nancy Pelosi infamously said about ObamaCare that, “we have to pass the bill so that you can find out what is in it.” Congresswoman Pelosi was right, and now Texas and the rest of America are beginning to see the consequences – from rising healthcare costs to businesses being forced to lay off employees.

Greg Abbott knew this was a bad law from the beginning. So on the day ObamaCare was signed into law, he filed a lawsuit challenging its constitutionality. The Supreme Court agreed with General Abbott that Congress illegally tried to seize the states’ Medicaid systems. Although, the Supreme Court upheld other onerous parts of ObamaCare, General Abbott has not given up the fight. He continues to challenge this unworkable law and the unprecedented tax it imposes on Americans.

We must stop this law that Sarah Palin has called “downright evil” and democrat Max Baucus, one of the law’s creators, has called “a train-wreck” from moving forward and further harming the American people.
